Built as a type 645 oceanographic survey vessel by Hudong Zhonghua Shipyard, Shanghai for the North China Sea Branch of State Oceanic Administration, Qingdao, Shandong, China.
01 January 1978 keel laid down.
Launched as the XIANG YANG HONG 09.
Tonnage 3,536 grt, 1,060 net, 1,626 dwt., dim. 112.05 x 15.20 x 8.20m. Length bpp. 97.50, draught 5.51m.
Powered by 2 indigenous 9ESDZ43/828 diesel engines, 4,500 hp. and four 640 hp diesel engines, maximum speed 18 knots.
Range 10,000 mile at 14 knots.
Fitted out with 16 laboratories.
Crew 150.
07 November 1978 completed, homeport Qinqdao.

December 1981 was she seriously damaged by a fire accident, and repaired and refurbished in 1982.

2007 Was converted to a deep-submerged oceanic scientific research mother ship by the CIC Lixin Shipyard. The main conversion items of 'Xiang Yang Hong 09' were newly fitting of the water surface support system for release and recovery of the manned submergible and stern A-type support on the deck, hoisting rail vehicle for loading the manned submergible, 6000 meters electric geological winch, 6000 meters CTD winch and A-type support on side stern specially for the depth of warm salt and 2000 meters hydraulic cable winch for release and recovery of the water sound facilities for the communication between the mother ship and submarine vehicle. Moreover, the new design and decoration of the whole living and logistic service system had been carried out.
