Built as a research vessel under yard No. 1274 by Mitsui Engineering & Shipbuilding Co. Ltd.. Chiba for the Japan Marine Science and Technology Center.
May 1984 launched under the name KAIYO. (Lighting)
Tonnage 3.123 gross, 936 net, 1.159 dwt. Dim. 61.55 x 28.02 x 10.60m., draught 6.30m.
Powered by four 16-cyl. Pielstick 4Vee Oil 4SA, manufactured by Nishishiba Electric Co. Ltd., Himeji, Japan, 7.400 bhp, speed 13 knots. Trial speed 14.1 knots. Twin controllable pitch propellers.
Fuel capacity 446 ton. Fresh water 37 ton and water ballast 959 ton.
To keep the vessel in the same position she is fitted out with 4 bow and 4 stern thrusters.
Range 6.200 miles.
Crew 29 and 31 scientists.
May 1985 delivered. Homeport Yokosuka.

Built as a twin hulled research and diving support vessel and categorized as a SSC (Semi-Submerged Catamaran) underwater work vessel. Her unique shape represents a complete departure from the conventional image of a ship. Because of this shape, an SSC is less susceptible to the external force of waves and accordingly provides more stability, suffers less speed drop in waves, and offers more deck space than conventional ships.

She is the first Japanese exclusive support vessel that can maintain one position for a long period of time and function as a base for offshore experiments.
The SSC type hull consist of a pair of torpedo-shape submerged lower hulls connected to the superstructure by struts having a streamlined cross section. Designed as a diver support craft. Being electrically propelled, all vibration and noise producing equipment including engines are located on the upper deck. This reduces underwater noise and allows accurate date to be obtained from underwater communications and measuring instruments. The spacious work deck provides ready storage for gas cylinders and other equipment used in experiments thereby improving safety conditions during actual operations. A large opening can be made in the midship deck, where the least ship motion occurs, so that the SDC and other equipment can be safely and easily lowered into or lifted out of the water.

For precise navigation a microwave and acoustic position system as well as a radio navigation system are featured.
Other major equipment includes a multi-narrow beam echo sounder and a meteorological system.
