Construction
The ship was laid down on January 19, 1989, at Sevmash under serial number 650. When laying down, both shafts that rotated the propellers consisted of separate parts, fastened with bolts and couplings. On the other ships, these parts were cast in one piece, but on the Orel, they were made hollow and quartz sand was poured inside. According to the calculations of the designers, such shafts should not be inferior in strength to cast ones, but at the same time make less noise, and also be lighter, cheaper, and easier to manufacture.
Lightweight propellers were required for hollow shafts, but their development was not completed before the collapse of the USSR. As a result, in 1992, the Eagle submarine was launched with new shaft lines and old propellers. After the submarine was transferred to the Navy, the shafts at the attachment points were strongly bent and began to rub against the walls with a characteristic sound. This, in turn, unmasked the submarine.
According to a source in the Ministry of Defense, according to the project, submarines of this type were supposed to act covertly, evading enemy sonar, and the Eagle nuclear submarine thundered its shafts throughout the Barents Sea . With increasing speed, the sound intensified to such an extent that it drowned out the acoustics of the entire background environment around. The Americans and the British nicknamed the submarine "the roaring cow of the Barents Sea”.

History
On January 15, 1990, the boat was included in the list of fleet ships. In 1991-1993, the boat was named SEVERODVINSK. She was launched on May 22, 1992, on June 3 she was reclassified as a nuclear submarine cruiser, and on December 30 of the same year, she was commissioned. On February 5, 1993, it became part of the Northern Fleet based on Zapadnaya Litsa. April 6, 1993 renamed OREL ("Eagle") in honor of the city of the same name. Since then, part of the crew of the nuclear submarines is necessarily natives of the Oryol region. The administration of the city of Orel maintains friendly relations with the sailors. The cruiser's pennant bears the coat of arms of the Oryol Oblast.
In 2000, before diving on the sunken nuclear submarine KURSK, Divers visited the OREL to get acquainted with the design. In 2001, she was in Okolnaya Bay, where she provided investigative measures for the prosecutor's office to investigate the loss of the KURSK.
In 2003, during repairs on the Zvezdochka, solid-cast shafts were installed on the OREL- one line was removed from the KURSK, which had been raised and disposed of by that time, and the second from the unfinished nameless submarine of the same project. However, the old hollow shafts had already deformed the shaft lines to such an extent that even with solid shafts, the nuclear submarine continued to rattle and it was not possible to radically correct the factory defect.
In 2008, the OREL submarine turned 15 years old. In connection with the celebration of the anniversary, a delegation from the city of Orel, headed by Deputy Mayor Valentin Bocharov, arrived on the ship. In honor of the anniversary, the emblem of the city was installed on the wheelhouse of the cruiser.
In 2009, Oryol was recognized as one of the best in the formation of nuclear submarines of the Northern Fleet.
In 2011, she participated in the celebration of Navy Day in the parade of ships in Severomorsk.
At the beginning of 2014, the nuclear submarine was docked at the defense shipyard JSC Zvezdochka Ship Repair Center for work to restore technical readiness. After the repair is completed, the service life of the nuclear submarine will be extended by 3.5 years. Although under the contract with the Ministry of Defense of the Russian Federation, the repair of the boat was designed for 2 years, the military department turned to the shipbuilders with a request to reduce the repair period by six months to ensure the combat readiness of the nuclear submarine group.. Zvyozdochka specialists made appropriate changes to the work schedule.
At the end of 2014, all work on the cruiser was carried out according to schedule. All equipment to be repaired and upgraded outside the submarine was dismantled. Particular attention in the order for modernization was given to work on the repair of propeller shafts and propellers, other units and devices of the shaft line. The repair plan provided for the restoration of the ship's survivability systems, bottom-side fittings, drainage systems, high-pressure air, testing the main ballast tank, and, together with defense research institutes and design bureaus, updating weapons systems.
On April 7, 2015, during welding, a rubber seal caught fire.
In January 2016, the boat began to prepare for the April descent and testing. It was planned to return to service by the end of 2016.
On October 3, 2016, according to the press service of the Zvyozdochka Ship Repair Center, the boat was launched in Severodvinsk after a scheduled repair and was supposed to return to service by the end of 2016. However, this did not happen, and on March 14, 2017, the press service of the Russian Navy officially announced that the fleet would receive the OREL SSGN only in 2017.
The return of the boat to service after a scheduled repair was postponed to the end of April 2017. On April 6, 2017, she left the water area of the Zvyozdochka ship repair center and began to move to her permanent base.
On April 6, 2017, the Oryol APRK left the ship repair area after the longest repair since launching. Zvezdochka shipbuilders completed the restoration of the technical readiness of all ship systems - the mechanical part, electronic weapons, hull structures, and the main power plant. Both reactors were recharged with fresh nuclear fuel, and specialists from the Zvyozdochka Ship Repair Center carried out complex work to correct Orel's factory design flaw - restoring the technical characteristics of the nuclear-powered ship's infamous shaft lines.
According to media reports, including the Zvezda TV channel, the P-700 Granit missile systems were replaced by the P-800 Oniks with the possibility of replacing them with Caliber cruise missiles, however, this information is not confirmed in authoritative sources.
On July 30, 2017, she again participated in the celebration of Navy Day on the roads of Severomorsk.
On October 6, 2017, Russian Defense Minister Sergei Shoigu announced the completion of the USC repair of the OREL nuclear submarine.
At the end of July 2018, the ORELmade an inter-fleet transition from Severomorsk to Kronstadt to participate in the Main Naval Parade in honor of Navy Day in St. Petersburg. Incidents
On April 7, 2015, the boat was in the dock, when, at about 14:00, as a result of welding, a rubber seal caught fire between the light and strong hull in the area of the 9th compartment, and heavy smoke arose. The area of the fire was about 20 m². At that moment, there were 13 crew members on the nuclear submarine, and all of them were evacuated. Ammunition from the boat was unloaded in the fall of 2013 during dry docking, and nuclear fuel was unloaded in the summer of 2014, before the start of repairs. There was no fuel or lubricants on the boat at the time of the fire. After the fire spread to the ballast compartment, the management decided to partially flood the nuclear submarine in the dry dock due to the inability to extinguish the fire. At the same time, the boat was not put out of action - the strong hull remained hermetically battened down, and water got only into the space between the strong and light hulls, where the fire occurred. The nuclear submarine equipment remained untouched by water. At 18:00 a dock operation was started to raise the water level, and by 22:00 the last fires were eliminated.
The most likely cause of the incident, the company's specialists consider a violation of safety regulations during work. According to preliminary estimates of the interdepartmental commission, the damage from the fire was estimated at more than 100 million rubles. The dive and ascent systems were damaged, the cable routes of the degaussing device, the soundproof coating of the main ballast tanks, and the pressure hull burned out. Due to the incident, the repair time for the ship was postponed
