Napoleon III, since the Crimean War Britain's closest ally, visited London in April 1855, and from 17 to 28 August the same year Victoria and Albert returned the visit. Napoleon III met the couple at Dunkirk and accompanied them to Paris. Between 4 and 8 August 1858, the Emperor Napoleon III and the Empress Eugenie visited Cherbourg. On their arrival, they inaugurated the railway line linking the town to Paris. The following day, 5 August, they welcomed Queen Victoria and Prince Albert who had been invited to view the opening of the Arsenal's second basin, called the Napoleon III basin. Napoleon III was anxious to demonstrate to his British guests that his improvements to the naval base at Cherbourg did not constitute a threat to Britain. Thus, he invited Victoria and Albert, together with several politicians and naval officials, to inspect the improvements as a mark of trust. This is a French artist's representation of the Emperor, wearing the full-dress uniform of a French admiral, receiving Queen Victoria on board the French flagship, 'Bretagne', at Cherbourg for a banquet. On her return Victoria wrote to Derby reprimanding him for the poor state of the Royal Navy in comparison to the French one.
The Bretagne was a fast 130-gun three-decker of the French Navy , designed by engineer Marielle. She was built after the90-gun Napoléon in 1855, and also was fitted with a steam engine while under construction, though she had been laid down as a sail ship. The ship had a full rigged and boiler rooms, located on either side of the huge main mast. Built in Brest battleship "Bretagne" was the second-largest wooden-deck ship of all existing. Displacement-5289t; steam engine-4800shp; speed-12,6knots. She took part in the Crimean War in 1855. From 1866, she was used as barracks. She was renamed to Ville de Bordeaux in 1880. She was scrapped the same year.
